I dont know. Maybe it is time to move away from that state? Its hard to live on land with no water. All of these state and federal funded projects that are a total waste of money need to stop. What about....if you want to live in that kind of condition, you are responsible for your own water purchasing and usage? I think that would solve the issue quickly.
