What a question! Why would you even as something like this? Of course, there are no watchers for the watchers! The watchers are at the top of the pyramid of power and everybody else can just f*ck off! Do you think they would let anyone edge in on their racket? You have to be kidding if you think that would happen. The only way to stop the spying is to not allow it in the first place and apply harsh penalties to anyone caught doing it.
