Don’t know, don’t care. The state screwed this customer and Delta at the same time. Dogs have special places on airplanes that paid passengers are paying for seats and upgrades? Where does it end. Delta and the customer are the only ones that are concerned with this deal. The airline has a property or service and the customer has the money and they exchanged. Where does the state or a dog fit into this picture?

the definition of disability and emotional support dogs keeps expanding

Sure, why not. THEY are the state and can do what they please. Delta should just say the dog takes a ticket or doesn’t fly. They don’t do charity seats, do they?
