FYI, although their articles have gotten less anti-BTC-propaganda-y over the years, Bitcoin-dot-com is a BCH site.
That being said, sucks about localbitcoins, the other exchanges I am not surprised about, but localbitcoins offers p2p, frequently kyc-free options. Which is probably why they have to really play by the rules on this. Being a centralized website where people don't follow regulations is asking to be shut down.

Hodl hodl does not enforce KYC and will still support Russian customers (official)

Looks like localbitcoins is run out of Finland, and hodlhodl is registered in the Marshall Islands. Jurisdictional Arbitrage works wonders!
