My guess here is that this was always the plan/agreement between Trump/Musk, not Trump capitulating to Musk or appeasing him.

I'm kinda surprised people are surprised by this. I know some Trump haters that were just sure he was gonna kill this visa program and I told them he probably wouldn't.
For the elites immigrantion is an economic issue both legal and illegal immigration.

A lot of Trump haters (my dad included), think that racism is really the underlying motivator for most of Trump's support.
But once you understand that that's not true, it's easier to predict what Trump's going to do.
For me, a question mark right now is whether he'll do mass deportations. I think Americans want a secure border, but I don't think they will be able to stomach deportations. I saw a poll saying the majority of Americans support deportations, but once the images and videos start coming out of families being forcibly separated, the populace will lose its stomach for it.

Once you remove emotionalism it's always easier to understand something. I have always understood not liking Trump. I have never understood the reasons people state for hating him. I can imagine hating him but not for the reasons people state.
