The power to tax gives governments the incentive to institute programs that distribute wealth and create dependency. These harmful programs benefit those in government. They create dependence and, consequently, make dependents become enthusiastic defenders of the state, as they begin to fear the possibility of losing their state handouts. This support greatly complicates any effort to reduce state power.
