Because this number is so high (because the system makes it so unnecesseray easy for them to call in sick and get paid) and many do side hustle, which is undeclared work, and so your boss and the government are both pissed.

This system is so fucked up that it has now created opportunities for companies to find out if people are really sick or not and get paid for it.

That fucking inefficiency right in your face in a country known for its efficiency.
