What if... there was a permissionless system? Allowing people to opt in and opt out?

Or do you expect LN to go the same way and end up with only a few big players controlling the whole network, i.e. all routing traffic going through them, letting them set the fees at will? If so, in what way will the permissionless nature of LN have failed to reach this point?
