I think the best they'll be able to do is put pressure on Youtube to delete these kind of videos - but I wouldn't be surprised if that is what Youtube is already doing right now.
And of course they have no means to ban this kind of stuff on platforms like Bitchute and co.

The comment is there, but it is being hidden until that person, as a noob, first has trust gained.
You can see these though ... just do:
Settings -> wild west mode, and mark the checkbox (to enable).

Alternatively, for this specific comment, you'd also be able to see it with "greeter mode" enabled.
They are new and were making a comment that cost them nothing, so by default (without WWM or greeter mode enabled) it's hidden until a trusted "greeter" upvotes it.
