I personally think that a territory owner being able to change the comment fee is already a game changer as-is. I fear that if OPs too were able to do that, it could become abusive really quick

One of the purposes is spam management and the OP is the one getting notified whenever someone responds.

I see it clearly now, thanks! Maybe something with a range (settable by territory owner) to stop them from creating zombie posts
