You know we have webbed iron fences to stop fans from any intervention in Cricket. I don't see that's the case in American stadiums. They grabbed him by the arm, but how did they reach to conclusion that it was a safety issue. We have far more impactful incidences in Cricket quite often here but most of the people are left with warning, nothing more.
It was a precarious position for Betts as he was reaching up and fully extended to grabbed the ball while the other guys were in the stand above him so had a lot of leverage. I don't think he could have gotten badly hurt in the incident but his wrist could have been sprained which would have taken him out of the world series. That would have been pretty huge considering he is one of the best players in the league.
