Are you kidding? Didn’t you know that the Federal Reserve Bank was not federal government, it is private, it has no reserves and it is barely a bank.
You must have noticed that they are owned by private banks that are required by law to own stock to be part of the system. They have been paying dividends to the owners of the stock. They cannot sell their assets due to the law they may be one of those public-private cooperative organizations, otherwise known as fascist organizations.
