Yes, I think they have already proven their worth in the economic free zones in the US and Asia. Singapore started as an economic free zone, I believe. Look at it now!

Their main problem is that the state will not leave them alone to progress on their own power, the state has to interfere whenever they see wealth flowing to people. After all, the state has to get its beak wet, too.
