Because territory rent is how SN makes revenue and no cost territories would likely be very spammy, as others have noted.
How would they be spammy ? If SN gets rev from posts from all territories instead would that make up the difference
SN doesn't get revenue from posts. It only gets revenue from territory fees. That's the business model.

I get it. With the current setup, they need territories to be costly. That doesn't mean there aren't other possible setups.
In general, SN also leans towards making things costly, because of a belief that it generates higher quality outcomes.
I think sn is propping up the rewards. Is that coming from territory fees and if that eats all the fees should they be propping rewards up? Would not adding bulk to rewards save them sats and not need to rely on territory fees? Not sure. Love SN and if it’s the best way I’m all good with it
