Did I miss something?
OP_CAT is an opcode that enables an inefficient form of covenant, and is described in BIP-347, but neither is itself a covenant.
There are many soft fork proposals, which add one or more additional opcodes in the interest of enabling covenants, that are under consideration right now.
Interesting, thanks for sharing, which one you think will get more traction? Any particular one that cached your attention?

I haven't concerned myself with covenants much, but if I wanted to learn more, I'd start here and begin reading the rationales (linked to in the last column of the table).
