I'm thinking the same thing, I guess he has some secret UTXOs.
and obviously he's not going to move them right now.
He doesn't even need to move them, by giving the keys to someone he trusts who can do everything for him, he can get what he needs while he pays with the Bitcoins he saved for his possible withdrawal, otherwise he would die in jail.
