I'm reaching out with an update on the status of Internet freedom funding the U.S. in the context of recent Executive Orders by the new U.S. administration. I've attached a brief on the situation that explains the impact on Tor and many other tools. In short: All grants and contracts with the State Department to execute Internet Freedom initiatives have been frozen since January 20. (A judge blocked one of the administration's freezes on funding earlier this week, but the State Department freeze remains in effect.)
The Tor Project is one of hundreds of organizations impacted by this indefinite funding freeze. I know a lot is happening and I hope the brief I've attached is helpful in explaining what's going on, Tor’s current position and funding runway, and the negative impacts of if this promised funding is rescinded.
I'm writing to ask for your support while we navigate this:
(1) Do you know any legal efforts happening to challenge the freeze in foreign assistance? We are working with a couple of groups and want to connect various efforts with one another.
(2) Do you have any connections with foundations, groups, or people who can help provide bridge funding to the Internet freedom ecosystem during this funding freeze?
(3) Do you have any advice for navigating these uncharted waters?
