Tariffs impart a new cost on producers. That new cost does not change the market price directly, as it does not affect how much people value the items being consumed.
meh, it's semantics
though i'd agree that the "companies passing the cost on" tends to put moral culpability on the companies when there should be done.
still, that only works on the weak minded

I think there's also an idea that companies aren't negatively impacted, because they can just pass the costs on. It completely misses the relative burdens of tax incidence.
