I swear that my devices and online activity is 100% caught up with the rest of the mass surveillance drag net. I don't care about targeted surveillance, that's just an investigation which gets initiated when you're suspected of something. What I care about, is surveillance of people who are not suspected of anything, for 2 reasons.

An unenforceable law is no law at all. Most of the really shitty laws that no one liked had an enforcement problem because they simply couldn't surveil everyone all at once.

Because getting fines for accidentally coloring outside the lines a little bit is 100% a way a government will try to raise money at some point (speeding tickets are already a huge income generator)
Now the problem is, when we already have mass surveillance, anyone who doesn't get caught in the drag net then gets targeted by default. So now all of a sudden I DO have to care about targeted surveillance.
