who else should dispense the aid? US needs to keep the world happy, so USD is being used globally, so this is part of the package.
Why should we pay out money to people, other than when we buy and sell to them? We have no responsibility for them or to keep them happy. They just may be happier if we left them alone.
Also, don't you think that there is money to be made in Ukraine when the war is over? Who do you think is going to have first dibs other than US?
Yes, so we promulgate a war to make money after the Russians and Ukrainians kill each other off? Do I have that right? And we get first dibs on all of the empty land and all of the goodies left behind by all the dead people we helped kill? That is certainly a fine, trustworthy foreign policy, isn’t it? What happened to Jefferson’s idea of leaving the world to its own contrivances?

My original thought was this. If you go with Jefferson's idea, why would you then expect the world to use dollar if you are not doing anything for the world.
