I was just looking on Ocean's website and saw:
To further incentivize decentralization, DATUM miners receive a 50% discount on the OCEAN pool fee.

I had heard about DATUM but don't remember there being a significant fee discount.
Has Ocean always been providing this or is this new?

It is new. There was an announcement about a week ago.
