Yes, it very well could be true. Especially, at the end of the lines, out in the countryside. You can always find a place to stay if you found yourself in this position. Getting into that situation usually requires a lot of saki or shoyu in the first place. In all my time in Japan, I only got stuck in the countryside once because I missed the last bus. It was the deep countryside, too. About 15Km to the nearest train station. I was lucky enough to get picked up by a local wanting to use the chance to practice English on a gaijin.
