I don't believe he is, but afaict it's irrelevant to my interest in him. He brings receipts and helps me understand how the censorship machine works. Could he have ulterior motives that are orthogonal to some of mine? Probably.
Much like everyone [in bitcoin] is [effectively] a scammer, everyone in politics is effectively a spook.
