If they're looking to make defense more valuable or curb scoring, I'd prefer they go the route of just enforcing travelling, carrying, and offensive fouls.

Those teams play in the same conference so unless there is going to be realignment prior to next season that ain't it.

I don't think same conference is the main problem with seeing them in the Finals.
