I think America and other nations will build, buy, and acquire miners energy access and data centers. At this point you need to assume Russia, Middle eastern and other energy rich nations are doing similar.

Yes, agreed.
From what I know, Russia has already started doing state-level mining. Bhutan and El Salvador are the two other countries.
The rest of nations idk, it also gets hard to define "state-level mining" in some of these autocracies, when it's a private enterprise with no overt connections to the rulers, yet still it's an autocracy and who knows what goes on behind the scenes.
