Because they are special!!! They are the chosen ones and do not have to pay for what they do and are forgiven of what they do at special intervals. What’s not to like about it? Anything done can be forgiven after special ceremonies, anything. Also, since they are dual citizens, they are only Americans petitioning their government, right?
