I doubt it. As shown in the map, it doesn't touch their sea boarders.

In the Baltic those cables didnt touch their borders either. Given the BRICS ties to Brazil and South Africa they would easily have access to being able to. Right now they have kept it to the Baltic but there isnt any reason to think they will limit it to that.

Do we really need to care who cuts them? It's a news that somehow tells how Meta wants to exploit in future. ;)
