Oh yes completely fallen off. Must be a matter of money. Or they are saving up to kickstart a nice 10-15 year old run, or they only looking at profits. It is very hard to compete now with these billionaire's that just buy teams and put them on steroids lol. Their academy was ok before but now not so much.
