8 U.S. Code § 1101 - Definitions
(14) The term “foreign state” includes outlying possessions of a foreign state, but self-governing dominions or territories under mandate or trusteeship shall be regarded as separate foreign states.

nowadays, when hearing the word "state," i keep the following concepts in mind:
- a state of being
- a state of mind
the reality-mental connection is inseparable, despite what new-age religions teach, so one has to decide/figure out who controls ur state of mind and ur state of being. then thru some paperwork and formalities, asking good questions, in a slow systematic manner, one can start liberating himself from fiat.
- the word "domestic" relates to a house, so one has to decide "whose house?"
- the word "foreign" is from Latin foris (adv.) "outside," literally "out of doors," related to foris "a door."
