But unfortunately this does not mean that they want to buy it, they just want to keep their confiscated bitcoin reserves from being sold, and their strategic goal will be different. They are practically taking money out of one pocket and putting it in the other.

It's good if they don't buy. The fact that they steal the Bitcoin and rename it to "reserve" is a bit weird though.

Poor USA...they have to live on something too :)
And in 10-15 years (when the price of bitcoin skyrockets), they will brag with their stolen bitcoins, how early they invested, and should recommend it to others (mainstream).
