I'd wager the spread between the US and Europe maps pretty closely to the spread in GDP per capita between the two.
It matters a little what the government spends on, but in general government spending has approximately zero value. It should be thought of as a deadweight loss to the broader economy, as a first approximation.
What you say makes sense. I found some data on France here that might help shed some light on the expenses.
