In other citys this might be worth discussing. In NY it's pretty clear most people just take the subway and owning a car is a luxury.

Well, considering how much traffic jams there were before, we consider it a win. Honking complaints are also down.

This might be the biggest reason we couldn't implement this in LA. Here, driving in from the suburbs into the city is not really a luxury since the public transit is so non existent.

Yeah, it would probably have to be phased in pretty slowly to give everything else time to adapt and develop. I bet it could work, though.
