Cali has to be one of the if not the biggest state boom and state bust budgets in the world. They’ll have records amount of cash they can’t burn quick enough followed up by this wild stuff! Guess the state doesn’t like the idea of idk saving money!

Politicians only have a few number of years to spend the public money. The more they spend the more they curry favor with a particular industry. The more favor they curry the more likely they'll land a cushy job after their time in office.
There is a balance though that can be easily hit… Texas and several other states have rainy day funds that a certain percentage of revenue from X goes to the fund. Texas uses oil/natural gas gas royalties
Its not so easy since Texas is an exception not the rule.
I think it's illegal to spend Medicaid funds on illegal or undocumented immigrants
