The now-president is incredibly consistent on this for like... almost 40 years. Make other countries 'pay' for defense and 'pay' to sell their goods to Americans he really believes that.

Having said that the president is a huge moron, a trade-protectionist and a wannabe-dictator. And he just so happened to be elected while the US is in decline
