It's pushing rope at some point. China has to know they're on the losing end of this path.
Perhaps they thinking waiting out this administration is better than making the reforms they'd need to make.

Where China really shit the bed was never keeping their end of the last trade war deal from the first Trump admin. He learned he couldn’t trust them and if he wants results he has to see it at that very moment not future purchase promises
