It goes on the points for winning games first but if your even on points it goes to %.
So Collingwood is on top only due to %

That's percentage of opponent score?
I've never heard of using that in sports, but I like that it evens the field a bit between good offensive teams and good defensive teams.

It's calculated as the ratio of points scored by a team (points for) to the points scored against them (points against), expressed as a percentage
