I suppose this what he tries to say, is that where there are more schools there is less crime, and where there are more priosions there are obviously more criminals than people with good education.

It's crazy to liken colleges to jails. Only the foolish ignorant ones will liken a citadel of learning to a prison. Just those scared of learning, and I pity them cos if you think education is expensive, try ignorance.
