To be fair, if part of the infrastructure is already built, then that makes it cheaper to finish the rest. So if it was worth it to build it previously, it should be even more worth it to build now that you have some of it in place.
The big question is whether it was worth it in the first place.
Indeed, and I don't know the answer regarding what is built but my guess is it's not worth finishing since it wasn't worth doing to start.
