My question why Bitfinex and Liquid network is favored here? "Bitfinex is set to be granted a license in order to be able to process and list the bond issuance in El Salvador."
Does this mean US citizens are not able to participate in the offerings?

do we know better how will it work with citizenship? can you buy the bond over time to reach the necessary sum before the 5th year period expires? or its too early to call this info out?
