Unfortunately, this is (also) because we do not follow the safety regulations... I saw while we were working on projects abroad (1-2 weeks at a time) in Italy, Portugal, England, Spain, etc., how much stricter the regulations are there than in Romania, and how much attention is paid to complying with them... I think this could be the key to preventing such accidents...by following the regulations, and paying attention to others as well.
