Watched it appears efficiency is king when looking to buy a miner. One must ask should one get an S21+ or the S21 hydro?

Well it depends, if you have free electricity it's better to get more less efficient miners because you can get that for very cheap, and the time to paying them off will be short.
But if you have to pay for it, then yeah. Efficiency is king. But you probably don't want to go for the most efficient still. Maybe you can get a 15J/Th for 20 $/Th but a 13.5 J/Th would cost you 30 $/Th.
I went for an S21 pro and hosted it in Dubai for 7.5 $/KWh. Let's see how it goes😎

Yes I understand compass mining has a deal now. Buy in may and lock in $0.072 for three years on any new hosted miner purchased

What happens if all the states organized among themselves increase the price of electricity at the same time, there will be no more miners ?

There are a bunch of off-grid miners. Blocks wouldn't come out every 10 blocks for a while, but the difficulty adjustment would fix that.
I don't think something like that can occur though. Huge coordination problem and and conflicting interests.
