How many of these special use-case AIs are just ChatGPT (or insert publicly available model here) wrappers with a system prompt that says, "Answer as if you were X"?

I doubt many of them are actually fine-tuning model weights using their own labeled data. That requires a lot of expertise that they probably couldn't afford, as well as a lot of manual data annotation that they probably don't have available.
