Elbows up is a hockey reference. It is kind of a cheap shot. You go into the corner with your elbow up when checking the guy instead of your shoulder. Gordie Howe was famous for it. So the premise is the US is playing dirty we will put our elbows up and get gritty in the corner and play dirty right back.
I actually saw some lady wearing a tshirt that said "elbows up" at Walmart the other day. Haha
Got it. Canada just wants to keep playing in its dirty corner.

If you watch the video from Andrew Scheer (he was the former head of the Conservative party that lost the prior election to Trudeau) he explains how it was all a ruse and how Carney and his cabinet had cancelled reciprocal tariffs the day before the leaders debate where he said "trump is our greatest threat" and the date for the cancellation to take effect just happened to be the day after the meeting with Trump.
This is pretty big, every media outlet in the country should be investigating this but they aren't. Ho hum, they lied on the basic premise of their entire campaign to retain power- nothing to see here- let's go print another Trump and Elon bad bad man story.

Why should the captured state media do any investigating into the lies of the politicians? They are captured. They are creatures of the state. They get money from the state! Of course, you knew, “He who pays the piper calls the tune,” right? Carney was the Central banker who calls the tune. Has he got all the Canadians by the short hairs?
