Whatever territory the @saloon lives in should raise it's reply fee.
I don't agree. I don't think raising the fees is gonna raise engagement in the comments. The reason why @k00b is concerned about the memes in the @saloon is because there were MORE memes than the real discussion. Had there been equal number of discursive but original comments, he wouldn't have bothered.

The point of raising the fee is to reduce spam. The idea is that spam drove people from the saloon.
You're completely right that removing the spam won't necessarily bring people back, but it will fix the problem.

Did spam drive people from the saloon? When I go there I just skip over anything that looks like obvious spam. I still respond and will post occassionally.

We use to have coach come in everyday leave an inspirational speech, 🐌 post, all sorts of things.
Not saying it’s all anon fault but it played a small part for sure.

Memes aren't spam. I too post memes, even today I posted 3 in the saloon, they were all worth sharing.
The real problem is why the regulars are quitting, not that some are posting memes. Why would you fix something that isn't a problem at all. There are newbies who are posting some memes and they are just spending 1 sat for 1. Is that a problem? I say it again the real problem is Saloon not making number of comments as it used to.

Why don’t you raise the fees only for making anon posts? Perhaps that would discourage some of the spam.
