I know it from talking to them in the past while doing some work. My professional interests and theirs have butted up against each other a couple times in the last couple decades.

And yes, they are very much like a library. They are an archive intent on preservation, for sure. But they want people to have access to stuff.

I'd also say they are very worthy of support. They've fought some battles for the people and have the scars to prove it.
