Upvotes and boost are used to rank posts and comments. The first upvote goes to the user. To avoid pathological incentives (e.g. creating a puppet account to upvote your own content) repeat upvotes go to the site. This might be too confusing though as I've got a lot of questions about it. I'd also prefer all the sats for good content go to the user.
