Why do you think that we are seeing this continuous stream of outrage upon outrage? After all, to date, we've all been kids once upon a time. Parenting didn't stick? Parenting didn't happen?

Probably some of both.
Outcomes follow incentives and right now people are incentivized to behave like this, so more do so than used to.
