I designed an orange envelope to celebrate Bitcoin gifting but the printer changed the color and it's not orange anymore :/ i really feel disappointed i wanted that Bitcoin color

that's what happen when working in RGB and printing in CMYK. Good opportunity for you to learn about color profiles and Pantone to avoid future disappointments ;)
For ideal results, I'd have chosen an orange paper and print white over it.

I sent them a .ai file with the right color, later they said that printing over white they can't provide bright orange

that's why printing white over orange paper was probably giving a better result, something like the gold over red in the version showcased on the website.

Printing is such a crap shoot, especially if they don't provide/you don't have time for a physical proof.

the issue is not in the printer, indeed in who is providing the files. The print industry has been around for centuries, and there are pretty strict standards if you want to aim for “perfect” results. Not following the standards inevitably provide such surprises.

What disappointed is that they didn't warn me, i sent a illustrator file, they said printing on white paper would give best results and since i'm printing only 1500 copies i can't ask for a sample Later they said printing on white paper can't result to a bright orange
