This is going to be a little long of a response and it is going to contradict itself but that is because on one hand I see what they are trying to prevent and on the other hand I dont like the idea of the Federal Government being able to just ban states from passing regulation.
The Member who wrote and had this added was Cali Republican Jay Obernolte who I have had the privilege of working with for over 3 years now. He was the head of the House Bipartisan AI Taskforce last year. At the core what he is doing I think is correct and that is preventing someone like California from creating a system like they have from the EPA (Vehicle Emissions California Waivers and Authorizations).
We learned during the taskforce straight from the horses mouth that AI companies were leaving the EU for the US due to their draconian laws and that they were leaving Cali because Cali was starting to follow the EU path. I think we can all agree we do not want to lose the AI race to someone like China. So from that aspect I think it is a good move to not get the cart ahead of the horse and bite ourselves in the butt. However, if they include the pause I believe that they need to create some sort of "triggers" that if Congress does nothing and just kicks the can down the road certain guardrails are triggered. Hell I would be okay with withholding Congresses pay to get the legislation done thats super unlikely though.
Like I said though on the other hand I am a huge states rights person and was shocked by the Supreme Courts decision over Texas' lawsuit against the Federal Government over nuclear waste getting "temporarily" stored in the state.
I do not think the AI language is that broad but I might be to in the weeds to see the issues if that makes sense and I acknowledge that. We should leverage our National Lab sites with their infrastructure already in place to speed up deployment of data centers. Places like Idaho are perfect for nuclear powered ones in particular because of all the citing and DOE bypasses that exist.
Again though I am torn. I just dont want to see a Cali mandated BS ruining innovation because they will if they can. There are cutouts to the section that would allow states to enact laws for safety and security which I feel like will address most of the issues at hand.

AI moves faster than the government so protecting people is a huge thing but some states.... Cali I am looking at you.... have shown they will damage entire industries to achieve this self righteous BS that actually hurts them more than it helps.
