Outlawed is typically when you post about shitcoins or some racist shit. However, if you have a history of outlawed posts, your whole account can become outlawed.

Correct, you become an outlaw. But your content can still be seen by tenderfoots if it gets enough upvotes. And you cease being an outlaw when your median behavior returns to good.

Is there any way to see all "OutLawed" users ( a filter one can set)?
I know you can suppress it via Wild West setting.

Maybe in the future, when SN spam gets worse, @koob will add this filter and enable users to maintain personal hide/block lists?

If you click on the outlawed tag, you can view all outlawed content.

Wild west setting lets you see all posts from outlawed users, but I'm not aware of any user list or specifically any outlawed user list that you can view
